I wish I could take credit for this idea but I can't. I found this one on Pinterest, you should check it out here.
First I started with four noodles from the dollar store. That's right a $4.00 busy activity for the little guy(score)!
Then I cut them into two inch sections like so.
Dump in the bathtub, and enjoy! Clearly you can see he is having a terrible time.
(Mom, stop taking pictures, please.)
This one is also a multipurpose activity as well, We counted, named colors and stacked. Not to mention they can be used out of the water like blocks.
Sometimes you will do what ever it takes to occupy and keep them happy.
